Why can’t I make changes to the Invoice Template?

The template in the link provided is read-only. To make changes, click the 'File' button and select 'Make a copy' to edit the template in Google Sheets. You can also click 'File' then 'Download' followed by 'Microsoft Excel (.xlsx)'. This will save the Invoice Template locally on your device.

I’ve clicked the ‘File’ button but it won’t let me ‘Make a copy’ ?
